Terms of
Reference for ‘Technical Assistance in the Preparation of
India’s Tentative List for Nomination of Natural Sites in the
World Heritage List’
Background
India
is a signatory to the World Heritage Convention and has inscribed
till date six natural heritage sites in the World Heritage List. As
per operational guidelines of the UNESCO’s World Heritage
Convention, each State Party has to prepare a Tentative List of
natural and cultural sites that it wants to inscribe in the World
Heritage List in the next 5-10 years. Accordingly, the Ministry of
Environment & Forests (MoEF), Government of India has identified
potential natural sites in the Western Ghats (35), Eastern Himalayas
(02) and one in the Coastal Desert Ecosystem of Gujarat. It is
proposed to nominate the natural heritage sites in the Western Ghats
as part of the ‘serial’ nomination process and other sites as
‘single site’ nomination process. The list of potential natural
sites is given in
Annexure-I. The MoEF seeks technical
assistance in the preparation of nomination dossiers as per format
prescribed by the UNESCO
(Annexure-II). The work will be
coordinated by the Wildlife Institute of India (WII), Dehradun.
Director, WII wants to invite technical and financial proposals for
undertaking this task from institutions and non-governmental
organizations in the field of forest and wildlife conservation,
preferably having experience of working in the Western Ghats.
Scope of Work
1. Preparation of nomination dossier for each potential
natural site included in India’s Tentative List.
2. Preparation of ‘statement of integrity’ and ‘statement of
authencity’ of each potential natural site as part of the nomination
dossier.
3. Preparation of technical report containing pictures
graphics, figures in a camera-ready form for eventual publication.
4. Liase with the office of the Chief Wildlife Warden of
Kerala, Karnataka, Tamil Nadu, Mahrashtra, Arunachal Pradesh, Sikkim
and Gujarat for obtaining relevant information about the potential
sites.
5. Assist in the conduct of one Stakeholder Workshop for
preparation of nomination dossier.
Terms &
Conditions
1.
The task has to be completed within 30 days from the date
of issue of work order by the Director, Wildlife Institute of India,
Dehradun.
2. Draft Final Report has to be submitted within 25 days of
the issue of work order by the Director, Wildlife Institute of
India, Dehradun.
3. Ten hard copies of the nomination dossiers and 5 hard
copies of the final report along with the soft copy on a CD are to
be submitted.
4. The task has to be carried out under technical supervision
of the Director, Wildlife Institute of India or his representative.
5. Technical and Financial Proposals for undertaking the task
are to be separately submitted under a sealed cover on or before
26th December, 2005 to the Director, Wildlife
Institute of India, Chandrabani, Dehradun.
6. The technical proposal should contain (a) Profile of the
institution/ NGOs; (b) Description of task of similar nature
undertaken with special focus on Western Ghats & Eastern Himalayas;
(c) Brief CVs of the team members to be associated with the task;
and (d) Financial Statement indicating the ‘Receipts and
Expenditure’ in the last 3 years.
7. Financial Proposals of only technical qualified
institutions/ NGOs will be further considered. The Financial
Proposal should indicate the activity-wise budget break up.
8. 30% of the payment would be released at the time of issue
of work order. Balance 60% would be released on acceptance of Draft
Final Report and the remaining 10% will be released on acceptance of
the Final Report. Necessary TDS will be deducted.
